Who owns the road ?

I was walking home this evening from railway station through Kutchery Road, which is a busy one at evenings because it connects Luz and Santhome. One of the junctions at Kutchery Road was jammed, thanks to the three 12B s that came one behind the other. Since i was walking it wasn't very difficult to move because i was able to zip between the vehicles lined up there. On one corner, a fruit vendor had parked his cart adding to the obstruction and an elderly gentleman who was driving his bike, tried to move the cart aside. The vendor all of a sudden emerged out of a gang smoking beedis and started abusing the old man. It seems he has parked his cart using stones and if it so urgent the old man should use the pathway to drive.

Nonsense !!!

This old man pays tax. Road tax for the road he uses, sales tax for the vehicle when he bought it, and a tax on almost everything under the sun. What does this vendor pay ?
Just for this guy to have a drag of beedi, should the people in cars and bikes wait ?
